Construir 2030 is structured into several measures, which translate specific lines of support appropriate to the state of regional economic and social development, seeking, in particular, to respond to the needs of companies. In this sense, four incentive subsystems were developed:

Structural Businesses: in particular in promoting the expansion of the economic export base, the strategic reconversion of activities and boosting investment in new business areas;
Local Economic Base: in particular in sectors of activity essentially directed towards domestic demand;
Young Investor: in dynamic sectors that contribute to the diversification and renewal of the business fabric;
Small Businesses: in sectors that contribute to economic and social cohesion.
