The Azores have several measures to support hiring and job creation.

Incentives to Employability

CONTRATAR ESTÁVEL

Purpose

The Contratar Estável (Stable Hire) aims to promote and generate new jobs, through the allocation of support to the promoters, for permanent hiring.

Recipients

Young people newly graduated in courses with a qualification level equal to or higher than level IV of the NQF, who have never held a position in their area of training under an employment contract and have never completed an internship promoted by the Regional Government, aged 30 years or less at the date of submission of the application, the newly graduated being one who completed the training less than 9 months ago;
Unemployed people registered in the CQE for more than 30 days following the date of the job offer made by the employer;
Trainees who are part of a traineeship measure or who have completed it less than six months in a row, and who have not worked during this period;
Unemployed people registered with the Centre for Qualification and Employment (CQE) who attend or have attended integration programmes and who have remained registered with the CQE on an uninterrupted basis after the completion of the measure;
The registration period for more than 30 days is not applicable whenever you are hired unemployed in a situation of disadvantage or social fragility.

Requirements

The requirements for the allocation of financial support are:

The conclusion of an open-ended and full-time employment contract;
Maintaining the level of employment for the month of the calendar year preceding the date of application in which the lowest figure is recorded, plus the jobs supported, or for entities that were not established at that date the level of employment existing in the month preceding the date of application, plus the jobs supported;
If the same employer submits more than one application, it must maintain the employment level of the month prior to the date of the application, plus the job(s) supported, which cannot be equal to or lower than the level of employment that the entity had to maintain in the last approved application in the last two years.

The level of employment to be maintained is reduced to 80% whenever they are hired:

Trainees who have completed a traineeship project at the promoting entity itself;
Unemployed people in a situation of disadvantage in the labor market.

Promoters

Privately held Companies;
Individual Entrepreneurs;
State-owned Companies;
Cooperatives;
Nonprofit entities.

Employers can only hire former workers after at least 18 months after the termination of a previous employment contract.

CONTRATAR +

Purpose

The Contratar+ (Hire+) aims to promote and generate new jobs, through the allocation of support to the promoters, for fixed-term hiring.

Recipients

Young people newly graduated in courses with a qualification level equal to or higher than level IV of the National Qualifications Framework, hereinafter referred to as NQF, who have never held positions in the respective area of training under an employment contract and have never completed an internship promoted by the Regional Government of the Azores, hereinafter referred to as RGA, aged 30 years or less at the date of submission of the application, being understood as newly graduated those who completed the training less than 9 months ago;
Unemployed people registered in the Qualification and Employment Center, hereinafter QEC, in a situation of disadvantage and social fragility, as provided for in paragraph 2 of article 5 of Regional Regulatory Decree No. 29/2000/A, of September 13, amended and republished by Regulatory Decree No. 3/2013/A, of May 21;
Unemployed people registered with the QEC who attend or have attended integration programmes and who have remained registered with the QEC on an uninterrupted basis after the completion of the measure;
rainees who are part of an internship measure or who have completed it less than six months in a row, who have not been hired by the entity promoting the internship and who have not worked during this period.

Requirements

The requirements for the allocation of financial support are:

The conclusion of a full-time fixed-term contract of at least one year duration;
Provide the contracted worker with a minimum of 50 hours of certified training, and the proof of training must be sent when the last installment is paid;
Maintaining the level of employment for the month of the calendar year preceding the date of application in which the lowest figure is recorded, plus the jobs supported, or for entities that were not established at that date the level of employment existing in the month preceding the date of application, plus the jobs supported;
If the same employer submits more than one application, it must maintain the employment level of the month prior to the date of the application, plus the supported job(s), which cannot be equal to or lower than the level of employment that the entity had to maintain in the last approved application in the last two years.

Supports

The support is six times the gross remuneration, per fixed-term contract supported;

The gross remuneration corresponds to the value contracted in the employment contract, with the maximum monthly value corresponding, per worker, to twice the minimum remuneration guaranteed in the Autonomous Region of the Azores.

Training

The entities have an obligation to provide the employee hired with a minimum of 50 hours of certified training;
Failure to comply with the training obligation implies a 50% reduction in support;
The proof of training must be sent in the last tranche of the measure.

Payment Method

Financial support is paid for 12 months, in 4 instalments, every 4 months, the first instalment of the support being paid on the date of approval of the application.

CONVERTER

Purpose

It aims to allocate financial support to employers, with the aim of promoting the creation of permanent jobs, which convert fixed-term employment contracts, within the framework of the hiring support measure, in particular to CONTRATAR+, into employment contracts for an indefinite period.

Recipients

All workers who are hired for a fixed term under the hiring support measure to CONTRATAR +, whose employment contracts are converted into contracts for an indefinite period.

Requirements

The conclusion of an employment contract for an indefinite period and full-time;
Maintaining the level of employment required during the allocation of support under the CONTRATAR + measure;
Maintaining the job supported and the level of employment for three years.

Promoters

Privately held Companies;
State-owned Companies;
Individual Entrepreneurs;
Cooperatives;
Nonprofit entities.

Supports

MODALITY 1: Seven times the gross remuneration, and a minimum of 50 hours of certified training should be given, per calendar year.
MODALITY 2: Five times the gross remuneration if the entity does not intend to conduct training with the supported worker.

Payment Method

The financial support shall be paid for 36 months in 5 tranches every 9 months as follows:

Application deadline: The employer has a period of 30 working days to submit the application, after the end of the fixed-term contract initially concluded under the CONTRATAR+ measure, and the employment contract must start on the day immediately after the end of the contract initially concluded.
